Our partner Thiago Araújo was featured in an article on the NeoFeed website about the strategies implemented by the federal government to try to resolve bottlenecks on the Pequi Route (BR-060 and BR-153).

The so-called Pequi Route corresponds to the remaining section of a motorway concession put out to tender in 2013, which faced difficulties in the following years amidst a deteriorating macroeconomic climate, the failure of demand and financing projections to materialise, and the effects of Operation Car Wash on major infrastructure groups.

Against this backdrop, the federal government, in collaboration with the Federal Court of Auditors (TCU), the National Land Transport Agency (ANTT) and the parent companies, Triunfo Participações e Investimentos and Concebra, devised a negotiated solution for the concession. The proposal provides for the renegotiation of the contract, the settlement of liabilities and the withdrawal of the current parent company, followed by a competitive process to bring in a new operator.

Thiago considers the competitive process to be “a pragmatic approach to the concept of re-tendering”. The difference, he says, is that the winning bidder takes on a contract that has already been renegotiated, modernised and, in principle, adapted to the current economic reality.
