Our partner Thiago Araújo was featured in a report in *Folha de S.Paulo* on the expected reduction in motorway tenders amid difficulties in renegotiating contracts.
Initially, the federal government had planned 14 tenders for federal motorways in 2026, but due to difficulties in resolving the so-called ‘stressed contracts’ (old projects that failed and had to undergo renegotiation), there will now be 10.
Other obstacles in the renegotiation processes include a backlog of projects at the ANTT (National Land Transport Agency) and a failed agreement at the TCU (Federal Court of Auditors).
In Thiago’s view, the reduction in the number of tenders should not be attributed to a failure on the part of the government, as the situation reflects the complexity of the project portfolio. “Perhaps it is preferable not to push ahead with such an aggressive pipeline, but rather to take a step back, wait, and only offer the market more solid projects – ones backed by higher-quality studies and which have, in some way, already been reviewed and analysed by the TCU,” he says.
