Our consultant Luiz Felipe Monteiro Seixas participated in a BNamericas article on the risk of postponement of Brazil’s first battery auction. Scheduled for April, it is still necessary for systems and guidelines to be published in an ordinance by the Ministry of Mines and Energy (MME) before the notice can be released.

In addition to the delay in publishing the ordinance, there are also regulatory gaps regarding energy storage activities which, if not resolved through public consultation (CP 39/23), may be addressed in the auction notice.

Luiz Felipe explains that these gaps include the remuneration model, risk allocation, and integration with the electrical system dispatch. “Without these definitions, it is difficult to structure competitive proposals, given that the players themselves may not feel secure. In this case, it makes sense to imagine that the government may gain more time to mature the design,” he analyzes.
