Luiz focuses on Regulatory Law and Competition Law and has over 10 years of experience in regulatory analysis, regulatory governance, and assessment of regulatory, economic, and competitive impacts, advising companies, private associations, and public agencies on the formulation, evaluation, and defense of regulatory and competitive strategies.

With a postdoctoral degree in Regulatory Law from FGV Direito Rio, Luiz also holds an MBA in Governance and Regulatory Control from Enap, a doctorate in Law from UFPE, and a master’s degree from UFRN.
